Hong Kong is accelerating the development of new quality productive forces to achieve high-quality economic development through technological empowerment. As emerging technologies become deeply integrated into the social development, safeguarding cybersecurity is the critical cornerstone for ensuring robust development. In 2025, the Government Computer Emergency Response Team Hong Kong (GovCERT.HK) has been dedicated to strengthening the defensive capabilities of the city’s digital infrastructure. In light of several major events taking place in 2025, including the 15th National Games and the eighth-term Legislative Council general election, we enhanced cybersecurity monitoring, threat intelligence sharing and analysis, and conducted large-scale cybersecurity attack and defence drills to improve the defence and response capabilities of relevant systems and teams. Meanwhile, by proactively promoting the secure application of emerging technologies such as Artificial Intelligence, we continue to reinforce the overall cybersecurity resilience of Hong Kong and collectively safeguard the security of Hong Kong’s digital ecosystem.
GovCERT.HK is an operational member of the Asia Pacific Computer Emergency Response Team (APCERT). APCERT is a coalition of Computer Emergency Response Teams (CERTs) and Computer Security Incident Response Teams (CSIRTs) within the Asia Pacific region. It maintains a trusted network of cyber security experts in the Asia Pacific region to enhance the region’s vigilance against malicious cyber activities and its overall capability to detect, prevent and mitigate such activities.
